China and the
great global AI
governance divide

There is a significant divide between China and several democracies regarding the governance of Artificial Intelligence (AI). While democracies strive to instil their values into global AI governance and prohibit anti-democratic and illiberal AI applications, China’s Global AI Governance Initiative does not prioritise the protection of democracy and human rights. The Chinese government is already utilising AI to monitor and regulate the lives of its citizens.

Additionally, China’s alternative vision for global AI governance is part of its efforts to resist Washington. Expanding Chinese influence in international standards-setting organisations related to AI could present opportunities to obstruct efforts to shape AI standards by democratic norms. The expanding global presence of Chinese technology companies may also serve as an indirect means of shaping global AI governance.
