The war is on for Congress’ AI law ban

‘It’s turning the clock back, and it’s freezing it there.‘

Amba Kak, co-executive director of the AI Now Institute, expressed concern over a proposed moratorium in a funding bill that would prevent states from regulating artificial intelligence (AI) for 10 years. She believes the moratorium halts future regulation and rolls back existing protections. The debate has split opinions, with many Republicans and tech leaders arguing that a federal standard is necessary to avoid conflicting state regulations. At the same time, Democrats and AI researchers worry it could hinder required regulation. 

Jutta Williams, an advisor on responsible AI, supports a unified federal approach rather than fragmented state regulations, citing confusion and inefficiencies. Major tech companies have largely remained silent on the issue, while OpenAI advocates for the moratorium, referencing a vetoed California AI safety bill. In contrast, Anthropic CEO Dario Amodei criticised the moratorium as too blunt and called for federal transparency standards for AI companies to address risks effectively. Kak found Amodei’s acknowledgment of the need for regulation significant, highlighting the absence of a federal standards over the past decade.
